FORT LEE, Va., Aug. 22, 2013 – Ronald R. McMasters, former chief of the Defense Commissary Agency's Store Operations Group, has been selected as the agency's new Central Area director, effective July 14.
He succeeds Randall L. "Randy" Chandler, who was recently selected sales director. Joyce Chandler, previous chief of the perishables division for the sales directorate, has been detailed as chief of store operations for a period not to exceed 90 days.
As the Central Area director, McMasters is responsible for 47 commissaries located in 14 states with sales in excess of $1.2 billion. Central Area, one of DeCA's five area operating elements, is located at DeCA Headquarters at Fort Lee, Va.
"Ron has a proven track record of knowledge, expertise and dedicated service in virtually all levels of store operations," said Keith Hagenbuch, executive director of the Store Operations Group. "I know he will serve this agency well as an area director."
As the chief of store operations within the Store Support Directorate, McMasters helped develop and direct activities designed to improve operations in areas such as point of sale, electronic shelf label installs, store compliance evaluations, computer-assisted ordering training and compliance, staff assistance visits, and issues involving vendor stocking, contracts compliance and accountability.
McMasters was assigned as acting Central Area director Jan. 18, when previous director Randy Chandler was temporarily assigned to the agency's transformation advisory team.
After retiring from the Air Force as a chief master sergeant in 1998, McMasters joined civil service and served in various assignments at store, region and zone level to include the following: store manager at Kadena Air Base Commissary, Okinawa, Japan; store administrator at Fort Sam Houston Commissary, Texas; strategic planner, acting public affairs officer and executive officer to the director of the Midwest Region; commissary management specialist at the European Region; chief of performance division and executive officer to the director of the Midwest Region; store director at Camp Foster Commissary, Okinawa, Japan; and manager of Zone 8 at Tinker Air Force Base, Okla.
From 2010 to 2012, he served as director of operations for then DeCA West before being assigned as chief of the Store Operations Group.
McMasters has two Bachelor of Science degrees from Wayland Baptist University, Wichita Falls, Texas, the first in business management and the second in intelligence operations – both with honors.
