From its headquarters at Fort Lee, Va., the Defense Commissary Agency (DeCA) operates a worldwide commissary system that provides quality grocery products at cost to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. The agency employs about 18,000 people and its annual sales exceed $5 billion.
Five area offices provide localized management and support for the agency's commissaries. Three of these offices, East, Central, and West, manage stores in the continental United States and Puerto Rico. The other two area offices, Europe and the Pacific, manage stores in Europe, Asia and Africa. Within the operational areas, zone managers are responsible for 8 to 12 stores. Zone managers and assigned store directors jointly provide leadership and direction for their stores, building positive customer service in each commissary
DeCA also operates central distribution centers in Europe and the Pacific. Field operating activities perform services for area operating elements and their commissaries, including centralized purchasing of national-brand sales items.
